Part of the v0.7.0 update cycle (wave 8, last). Release preparation.

Condense [Unreleased] into changelog register. Every breaking change keeps its migration note and every issue reference survives. Link the migration guide.
Bump Directory.Build.props to 0.7.0 and roll [Unreleased] into [0.7.0] - <date>.
Confirm that dotnet pack produces the expected package set (including the re-split ATProtoNet.Server.EntityFrameworkCore) with correct metadata and dependencies.
Final full verification: build with 0 warnings, the unit suite, the Aspire manifest check, and the integration suites where available (PDS, spaces-alpha image).
The maintainer pushes the v0.7.0 tag. Tagging publishes packages.
