Part of the v0.7.0 update cycle (wave 6). Label signing and verification per the Label spec. The owner opted in.

Scope

DRISL-encode a label without sig, sign it with the labeler's #atproto_label key and set ver = 1 (LabelSigner).
Verify a label against the labeler DID document's #atproto_label key (LabelVerifier) through the caching identity resolver. Refetch once on failure.
Verify labels from subscribeLabels and queryLabels optionally, and expose the result.
Labeler-service helpers where they are cheap: emitting labels over subscribeLabels from ASP.NET Core with the XRPC hosting, and queryLabels serving.
Interop: sign/verify vectors from indigo atproto/labeling or @atproto tests.
Docs: docs/labeler.md.
