Part of the v0.7.0 update cycle (wave 5). The remaining com.atproto.* and site.standard.* gaps. Identity endpoints belong to the identity issue and com.atproto.lexicon.* to the lexicon-resolution issue.

Scope

com.atproto.sync.getRecord (record plus proof CAR, with a helper that verifies the proof against the commit) and sync.getBlocks.
com.atproto.repo.importRepo (CAR upload), for account migration.
com.atproto.admin.searchAccounts / updateAccountSigningKey, surfaced through PdsAdminClient where it helps.
com.atproto.temp.checkHandleAvailability, dereferenceScope (expands include: scopes), and the other temp.* methods where they are useful to clients.
site.standard:
- graph.recommend;
- the missing record fields (contributors, labels, links, createdAt), if the fidelity issue hasn't already added them;
- typed StandardSiteClient list methods (today they return JsonElement), preferably built on RecordCollection<T>.

Unit tests per endpoint; CHANGELOG Added.
